The husband of Home Secretary Jacqui Smith made a shame-faced public apology to his wife yesterday afternoon — but not to the taxpayer — for claiming the cost of watching two pornographic films on parliamentary expenses.

Downing Street led a desperate attempt to protect Ms Smith, already facing a parliamentary inquiry over her housing claims, from speculation about her survival as Home Secretary.

Cabinet ministers rallied around her in the face of calls from opposition MPs to consider resigning. Ms Smith now has to cope with a toxic combination of anger over her expenses claims and the humiliating disclosure of her husband’s taste in television.

She was said by friends to be “mortified and furious� over the disclosure that a £67 claim for television expenses included the cost of viewing two 18-rated movie sessions. The Home Secretary, who promised to pay the money back, has no intention of resigning, the friends added.

The films were viewed by her husband, Richard Timney, on two nights when Ms Smith was away from the couple’s family home in Redditch, Worcestershire. He is paid £40,000 a year from the public purse to run his wife’s constituency office.

In a brief 22-second statement outside the house yesterday, Mr Timney said: “I am really sorry for any embarrassment I have caused Jacqui. I can fully understand why people might be angry and offended by this.�

The episode is particularly embarrassing to Ms Smith, the first female Home Secretary, as she is leading moves to strengthen legislation on the sex industry by bringing in tougher licensing rules for lapdancing clubs.

And this is in regard to the 'errors' that were spotted. MPs and MLAs must be regarded as being in the same position as the banks that failed us so badly-unregulated. Swift action has been promised with banks. Can we expect any less from our representatives?

I would have said 'caught red-handed' but too many people would have associated this with her husband's actions.

Oh, for goodness sake, would the nation get a grip! So, a bloke watches a porn movie and accidentally submits the receipt as expenses.

It's not as if the public purse was fiddled out of millions, like it has been done recently with the banking bail out. In the grand scheme of things, this is an absolute storm in a D cup :)

Its the utter lack of diligence that is put into these expenses claims, in that she would never have claimed for her porn, but just doesn't pay any attention to what she claims. Therefore what else has she just been cliaming for the sake of it?

I think the disgrace here is that someone who gets a salary of around £140000 is able to claim for watching a few movies in a hotel? Who cares what she or her husband watch but with a fat salary at least have the decency to pay for it yourself!! I believe StephenM that you're missing the point. It's not how much she claimed but the principle that she claimed at all for a television programme.
These people should be setting an example and already Jacqui Smith is claiming for a main residence whilst staying with her sister and paying her mortgage at the taxpayer's expense.
She, and many other politicians, is milking the system so sleaze appears to be rife and it's beyond resignation time for Jacqui.

The fact however is that these people claim for everything, and are rarely challenged for that practice. Why should it be common practice to expect the taxpayer to pay for so many luxury items?

The bill for MPs' expenses and allowances soared by an inflation-busting 6% last year to reach almost £93m.

The latest huge increase led to renewed demands for the Westminster gravy train to be halted. Last night Gordon Brown urged Britain's sleaze watchdog to speed up its inquiry into how the expenses system could be cleaned up.

The Prime Minister was also forced to declare his support for Jacqui Smith, the Home Secretary, whose future has been thrown in doubt by the controversy over her housing claims, including the £10 cost of her husband watching two ‘adult’ movies. Mr Brown yesterday evening asked the sleaze watchdog to look at the possibility of scrapping the controversial second home allowance.

The latest publication of MPs' expenses and staffing costs revealed that they claimed a total of £92.9 million from the taxpayer last year.

More than 150 MPs claimed the full £23,083 to which they were entitled under the allowance, which has been widely condemned as open to abuse.

Despite having the use of two grace-and-favour homes, Gordon Brown claimed £17,073 for running his constituency home in Scotland.

An overhaul of the system is in sight after the Prime Minister wrote to Sir Christopher Kelly, the chairman of the committee for Standards in Public Life, asking him to accelerate his investigation of MPs' expenses.

He called on the committee to look at abolishing the second homes allowance for outer London MPs and said it should look at replacing the controversial payments with an independently set rate for overnight stays away from home

It is now likely to report earlier than expected — and perhaps before the next general election.

The figures showed that Ms Smith claimed £22,948 to run her second property, which she has designated as her family home in Redditch, Worcestershire, where her husband and two children live.

Her decision to describe her sister's house in south London, where she lives during the week, is under investigation.

The furore over the disclosure of claims for porn films viewed by her husband led to fresh calls for her resignation.

Paul Flynn, the veteran Labour left-winger, called on the embattled Home Secretary to step down, saying her authority was “badly damaged� after it emerged she “mistakenly� claimed for two adult films watched by her husband.

Greg Mulholland, a Liberal Democrat MP, also said she should step down, saying she had brought Parliament into disrepute after it emerged she claimed £10 for the two films.

Mr Brown offered Ms Smith his backing, describing the row as a “personal matter�. He said: “The Home Secretary is doing a great job and I do not think this issue should be allowed to detract from everything she is doing to ensure we protect the public and keep our neighbourhoods safe. She has done the right thing by taking steps to rectify the mistake that was made as soon as she became aware of it.�

Ms Smith's overall expenses claim, including travel, office and staffing costs, was £157,631. That sum included 25 journeys for her husband, Richard Timney, who is employed as her Parliamentary assistant, at a cost to the public purse of £2,531.

She claimed £22,948 for her second home, close to the maximum figure permitted.

Do our MP's ever have to pay for anything that we, their voters, regard as normal everyday home expenses? What finished Mrs Smith for me is her claim for 88p for a new bath plug. If that isn't total contempt for all of us, what is? The woman is paid £168,000 a year. Over seven times the national average wage. With her husband's salary and all the other claims, she trousered £299,000 last year. Yet she thinks that you and I should pay for her bath plug. Small wonder her husband thinks it's OK to hit us up for porno rentals too.

The list of M.P's expenses published in The Times reveals that Ms Smith's total expenses from April2007 - March 2008 totalled £145,321. That seems a lot but compared with Gerard Adams MP whose expenses claim amounted to £134,341it seems reasonable, in that she actually attends Commons sittings whereas Gerry does not.

Talk about getting caught with your pants down lol .. but unwittingly trying to claim the expenses !! hilarious face1 .
... i am surprised it was even noticed amoungst the all hundreds of thousands of pounds that get "redirected" every year! !
Q.. why are these "expenses" not available to view by the public and able to get scrutinized ?? how much of our taxpayers
money is actually being used properly ? ..why are mp's allowed to have family working for them ?
how can they get legitamate funding for second homes ?
...you probally can't blame polititians for dipping their hands into the public purse if it is that easy to
manipulate the system , why not ! ..curruption is rife if you ask me .. these expenses need to be investigated more closely.. ...

£290,000: average payout to double-jobbing politicians

Northern Ireland's 16 top double-jobbing politicians received more than £4.7m between them last year in pay and expenses.

The taxpayer-funded total for 2007/08 included salaries and |allowances shelled out by both the House of Commons and the Assembly.

All but two of the province's MPs hold Stormont seats. A number of these “double jobbers� also have Ministerial posts or other paid positions in the Assembly.

Almost half of them are also still local councillors — a role that entitled them to a further £9,500 allowance in 2007/08.

Their combined totals can now be calculated, following the publication this week of Westminster allowances claimed for the financial year. It worked out at £4,753,431 overall — an average of around £290,000.

The Commons has been rocked in recent weeks by yet more controversy on payments to politicians. Home Secretary Jacqui Smith has faced criticism over her allowances, including claims for adult movies viewed by her husband.

At Stormont, meanwhile, key decisions have still to be taken on proposed expenses reforms tabled by the independent Senior Salaries Review Body.

Its report on Assembly remuneration has recommended a thorough review into Northern Ireland politicians holding dual mandates.

It also proposed a limit on the constituency office expenses currently available for MLAs who are also MPs.

They can currently claim some £107,000 a year from Westminster to staff and operate offices, as well as £72,000 from Stormont.

The £4.7m total calculated by the Belfast Telegraph covers Westminster, Assembly and council payments in 2007/08.

Nigel Dodds, who had the highest individual sum with £359,395, was an MP, MLA, Stormont Minister and Belfast City councillor during the year in question.

Ian Paisley and Martin McGuinness were both well up the table, reflecting their enhanced pay levels as First Ministers.

Mr McGuinness and his fellow Sinn Fein MPs do not take their Commons seats and receive no pay from Westminster.

However, they are permitted to claim parliamentary expenses.

All the other dual mandate MPs have their Assembly pay cut by two thirds.

Of the 16 Northern Ireland MPs who are also MLAs, eight currently register the employment of family members: Gregory Campbell (wife, part-time), Nigel Dodds (wife), Jeffrey Donaldson (wife, part-time), Rev William McCrea (son), Dr Alasdair McDonnell (niece), Ian Paisley (two daughters and son Ian Jnr as a part-time assistant), Iris Robinson (daughter in law part time and son), and Peter Robinson (daughter and son).

Peter Robinson’s overall total for 2007/08 includes a £2,374 figure from Castlereagh Council — for the period prior to his resignation as councillor.

These current figures are shocking to say the least the pay well ok its to be expected but the expenses must be open for discussion and employment of your immediate family. These are the people who accounced in November that they were going to treat the lower paid civil servants fairly and address the equal pay issue. Its April and we are still waiting. Bet they are not kept waiting on their pay cheques, oh I forgot are these not the same people who drew a salary for x number of years that the assembly was closed.

The money is bad enough but then followed up by many of them employing their family, When these people get these jobs are they advertised in the paper, do the MP'S/MLA's follow fair employment legislation rules?
As an employer I have to so why should they be different?

There are many cases where employers have been sued and lost because they didn't employ someone and did not follow the proper procedure

I wonder who competed with their sons and daughters etc for these jobs when they became available Remember there is very high unemeployment at present

Of course there is a very simple solution to this, You can be anything you want MP/MLA/Councilor or as these people are all 3 thats fine. However you are only entitled to one salary and expenses allowanc which ever is the highest

You would soon see then how many of these folk would be doing the job to serve the people rather than earn money

Do not forget also the MP's among them have fantastic pension provisions as well

Smith was selected to stand for election for Labour through an all-women shortlist.[10] This method of selection was subsequently declared illegal in January 1996 as it breached sex discrimination laws.[11] Despite the ruling she remained in place as the candidate for the following year's election.

She was elected MP for Redditch at the 1997 general election, as part of a (then) record number of female MPs elected to the House of Commons who were pejoratively tagged "Blair Babes". Smith was re-elected in 2001 and 2005. Due to boundary changes, she currently has a majority of 1,948 (4.6% of the 2005 vote).[12] This is the smallest majority of any current Cabinet member and makes her a prime target for the Conservatives in the next general election.

Smith entered the Government in July 1999 as a Parliamentary Under-Secretary of State at the Department for Education and Employment, working with the Minister for School Standards Estelle Morris.[13] She then became a Minister of State at the Department for Health after the 2001 general election. She was appointed as the Government's deputy Minister for Women in 2003, working alongside Secretary of State Patricia Hewitt. In this role she published the Government's proposals for Civil Partnerships, a system designed to offer same-sex couples an opportunity to gain legal recognition for their relationship with an associated set of rights and responsibilities.

Minister for Schools

Following the 2005 general election, Smith was appointed to serve as the Minister of State for Schools in the Department for Education and Skills, replacing Stephen Twigg who had lost his seat.[14] She received praise in this role – often outperforming her superior Ruth Kelly. Teacher trade union sources stated that Smith "talked to us on our level".[15]

Government Chief Whip

In the 2006 reshuffle she was appointed as the Government's Chief Whip. In a period when supporters of Gordon Brown were pushing Prime Minister Tony Blair to resign, she was successfully able to calm the situation down.[15] The BBC's political editor Nick Robinson described her as being effective at "making peace between the warring Blair and Brown factions".[16]

Smith was regarded as a loyal Blairite during Tony Blair's premiership, a position reflected in her voting record,[17] and she was brought to tears by Blair's farewell appearance in the House of Commons.[15]

Home Secretary

Smith was appointed Home Secretary in Gordon Brown's first Cabinet reshuffle of 28 June 2007. Just one day into her new job bombs were found in London and a terrorist attack took place in Glasgow the following day.[18]

On 24 January 2008, she announced new sweeping powers for the police, including the proposal to hold "terrorist suspects" or those "linked to terrorism" for (forty-two days without charge).[19] In the same month Smith was involved in controversy when she admitted that she would not feel safe on the streets of London at night. Such statements were compounded by her suggestion that walking on streets at night was not "a thing that people do". Critics suggested her statements were an admission that the government had failed to tackle crime effectively.[20]

In June 2008, she wrote a letter to the NUJ stating that police may restrict photography, going against a long-standing principle of not inhibiting the freedom to take photographs, stating that the police can "restrict or monitor photography in certain circumstances".[21]

In November 2008, Smith introduced legislation to make it a criminal offence to pay for sex with a woman controlled by a pimp, with the possibility that anyone caught paying for sex with an illegally trafficked woman could face rape charges.[22]

Smith will introduce a crime mapping scheme which will allow for citizens of England and Wales to access information about local crime information and how to combat crime.[23] As Home Secretary, she was pleased to announce that minor crime has dropped year on year under the Labour government, and continued to do so in 2008.[24] Her officials, however, acknowledge that major crimes such as serious assault, rape and murder have increased year-on-year under the Labour government and are at their highest level since at least 1997.[25]

Smith managed to pass the 42 day detention law plans in the House of Commons, despite heavy opposition.[26] The House of Lords crushingly defeated the law, with Lords characterising it as "fatally flawed, ill thought through and unnecessary", stating that "it seeks to further erode [...] fundamental legal and civil rights".[27]

She is presently in the process of pushing through legislation for ID cards, having announced that they are to become compulsory for foreign students and airport staff. She has announced that the cards will cost "£30" but the true figure is likely to be double this.[28] She has claimed, despite evidence to the contrary, that the majority of the population is in favour of the scheme.[29][30] In another privacy-related issue, Smith said she was disappointed at the European Court of Human Rights' decision to strike down a law allowing the government to store the DNA and fingerprints of people with no criminal record, in December 2008 (when around 850,000 such DNA samples were being held in England and Wales).[31]

Smith has said that she was not told and should not have been told in November 2008 of the impending arrest of Damian Green, a Conservative Member of Parliament who had publicised several leaks causing embarrassment to her department. Her position was attacked by her Conservative shadow Dominic Grieve who accused her of "wilful ignorance",[32] and by her Labour predecessor John Reid who described her as "placid" and said that he would have wanted to be told and to express a view on such an action.[33]

In March 2009 a leaked poll of Labour Party members revealed that Smith was considered to be the worst performing member of the cabinet, just 56% of her party believe she is doing a good job.[34]

Drug policy

On the 19 July 2007 Smith admitted to smoking cannabis a few times in Oxford in the 1980s. "I did break the law... I was wrong... drugs are wrong," she said. Asked why students today should listen when she urged them not to try the drug, she said that the dangers of cannabis use had become clearer, including mental health issues and the increasing strength of the drug over the past 25 years. Smith's admission was made public the day after Gordon Brown appointed her head of a new government review of the UK Drugs strategy.[35]

In May 2008, against the recommendations of her own scientific advisers,[36] Smith reversed the government's 2004 decision to downgrade cannabis to a class C drug, returning it back to the higher penalization status of class B, with the law change taking effect on 26 January 2009.[37]

In February 2009 Jacqui Smith was accused by her most senior expert drugs adviser Professor David Nutt of making a political decision in rejecting the scientific advice to downgrade ecstasy from a class A drug. The advisory council on the misuse of drugs (ACMD) report on ecstasy, based on a 12-month study of 4,000 academic papers, concluded that it is nowhere near as dangerous as other class A drugs such as heroin and crack cocaine, and should be downgraded to class B alongside amphetamines and cannabis. The advice was not followed; the government saying that it was "not prepared to send a message to young people that we take ecstasy less seriously".[38] Smith was also widely criticised by the scientific community for bullying Professor David Nutt into apologising for his comments that the risk associated with taking ecstasy was no worse than riding a horse.[39]

Expenses controversies

On 8 February 2009, The Mail on Sunday revealed that Smith had designated as her main residence a house owned by her sister in order to claim a parliamentary allowance for her constituency home, despite explicitly stating on her website that she "lives in Redditch with husband, Richard and sons James (13) and Michael (8). [40] She has claimed more than £116,000 over six years from this arrangement, and additionally the policing cost is believed to be an additional £200,000 per annum."[3][41] When asked whether it was fair that she made claims believed to have been made for items such as a flat screen TV and scatter cushions, she said that analyses of her receipts had been very particular. In response to criticisms over her housing allowances, she said it was the "nature of the job" that MPs had to furnish and run two properties.[42]

On 29 March 2009, it was revealed in the Sunday Express that Smith, in April 2008, had claimed expenses on an internet bill that contained two adult films and two other pay-per-view films. Smith said it was a mistake, and said it was her husband's fault, and is going to re-pay the claim.[43][44] The subsequent furore led to the Prime Minister calling for a new system of payments to be introduced.[45]According to the Telegraph, the two films were Raw Meat 3 and By Special Request.[46] Gordon Brown said she had done nothing wrong.[47]

In April 2009, yet another expenses scandal involving Smith was unearthed after leaked documents showed she had charged the £40 cost of a barbecue to her parliamentary expenses,[48] and even a bath plug, despite the fact she is paid a salary of £142,000 a year.[49].

Smith is one of a number of MPs who employs their spouse as their personal secretary; since this entitles her to claim his salary as expenses, she has been criticised for this.

Personal life

Smith married Richard Timney (born 1963 in Ealing, London) in October 1987 in Malvern, Worcestershire, and has two sons. She is a very keen supporter of Aston Villa whom she regularly enjoys watching in her spare time.[60]

In December 2008, Timney was discovered to be behind a series of letters to newspapers praising the work of Smith, however he had failed to disclose that he was both her husband and in receipt of a £40,000 salary to manage her constituency office.

Manchester is to become Britain's first ID card city.


ID card scheme to launch in Manchester

Ministers are set to confirm that residents there can voluntarily sign up for the controversial scheme.

Anyone who wants an ID card or biometric passport will go to their local post office or pharmacy to have their fingerprints read and stored along with a face scan.

The card will cost £30 and the shops could charge another £30 to collect the data, which will be stored on a Government database.

Home Secretary Jacqui Smith is meeting Post Office managers and pharmacy trade groups to discuss the plans.

"The companies interested in working with us to deliver the service will play a key role in ensuring the public can apply for an ID card or passport simply and easily," she said.

"While private companies will clearly benefit from the increased footfall from offering this service, their customers will benefit from being able to quickly provide their biometrics while they are out doing the shopping.

"With an identity card, people will be able to prove their identity quickly and conveniently while helping to protect themselves against identity fraud.

"ID cards will deliver real benefits to everyone, including increased protection against criminals, illegal immigrants and terrorists."

She added: "Our next steps will be for other cities to follow Manchester's lead before full national coverage from 2012.

"This phased approach will ensure that card coverage occurs hand in hand with the development of supporting technology such as chip and pin readers."

Shadow home secretary Chris Grayling called for the scheme to be scrapped.

He said: "The Government is split down the middle on ID cards but it looks as if Jacqui Smith is carrying on regardless.

"Piloting the scheme in one city is nonsensical and will only serve as a tax on the people of Manchester.

"They should abandon this farce and scrap the whole scheme."
